Pauline d'Entremont the meeting to order at 9:30 am and welcomed all present.

1. Agenda
Bernice d'Entremont moved and Beatrice Adams seconded that the agenda be adopted as presented. Motion carried

2. Minutes - February 07, 2001
Paul d'Entremont moved and Trudy Amirault seconded that the minutes of the February 07, 2001 annual general meeting be adopted as read. Motion carried

3. Treasurer's Report
Paul d'Entremont moved and Coral d'Entremont seconded that the 2001 annual financial report be adopted as presented. Motion carried

Budget 2002 : It is agreed that the Executive committee will prepare a budget for the year 2002 and present it at the next regular meeting. 

Internet service: It is agreed that the Executive committee will study different internet service options and report at the next regular meeting.

Trudy Amirault reported on the following:
- This is the organization that groups all CAP programs in Yarmouth and Shelburne Counties.
- This group handles/distributes funds from Industry Canada and Technology and Science Secretariat; coordinates projects.

Chris Atwood reports on the following:
- PACT West Group - this group seems to be redundant to the Regional Work Group; it will continue as an umbrella group.
- CAP Conference will be held on October 19 and 20, 2002 in Yarmouth.
- Funding for the Summer Student Program - applications to be coordinated by SWSDA.
- Sustainability Funds: only available for older sites (5 years and older; for newer sites, matching funds are needed.


Bernice d'Entremont moved and Michelle d'Entremont seconded that a funding request to the Municipality of Argyle be presented for financial sustainability. Motion carried.

Pauline d'Entremont called the meeting to order at 9:30am and welcomed Calvin d'Entremont, Municipal Councilor.

1. Agenda
Bernice d'Entremont moved and Joyce Cunningham seconded that the agenda be adopted with the following additions:
- student summer employment programs
- CAP Francophone Coordinator
Motion carried

2. Minutes - October 19, 2000
Paul d'Entremont moved and Beatrice Adams seconded that the minutes of the October 19, 2000 meeting be adopted as presented. Motion carried

3. Treasurer's Report
Paul d'Entremont moved and Janice Boudreau seconded that the financial report for the year 02/02/00 - 31/12/00 be adopted as presented. Motion carried

Trudy Amirault moved and Joyce Cunningham seconded that the annual financial report be verified by a third party person not being a member of this committee. Motion carried

Joyce Cunningham will inquire if Ward Cunningham would do this verification on our behalf.

4. Old Business
a) Web site - Colin Bourque has done the tidying and updates on the CAP Site.
b) Minutes - The minutes of this CAP Site will be posted on our Web site. Colin Bourque will attend to this task.
c) Library employee - Trudy Amirault reports that Mike Durkee has been employed for the following tasks:
- working at the Gates Lab at the Western counties Regional Library;
- at W.C.R. Library branches to present introductory short curses on computer use and related training sessions.

This is a two year project funded by CAP (Industry Canada and N.S. Technology & Science Secretariat - sustainability fund).

d) Revenue generating
- Refer to the October 19, 2000 minutes
- This topic will be discussed at the next meeting on March 14, 2001 at 9:30 at the Pubnico Library.

e) Volunteer training
This topic will be discussed at the next meeting on March 14, 2001 at the Pubnico Library.

It is possible for Mike Durkee to offer this training.

5. New Business
a) CAP power point presentation
The CAP presentation was presented to the group and it is agreed that it is a worthwhile tool to use in promoting the CAP site to community groups such as seniors, fire departments, etc. It is noted that some corrections and additional data are required.

b) Milestone report # 3
The Milestone report # 3 is due on February 28, 2001 and it is after submitting this third report that we will receive the third and last installation of $2000 to complete the $20,000 grant,

Each site is to complete pages 1 and 2.

A committee of 4, one from each site will meet on February 15 at 9:30 at Le village to complete the report.

c) Site reports
See appendices 1, 2 and 3

d) Report from David Chafe
· Pilot project Information Technology, Human Resources Sector Council - a project to use CAP sites to train the people into becoming employable; on line training.
· MTT Enhanced Internet Access Package - we will further study this proposal before renewing our contract with KwikLink.
· Pact West Meeting - next meeting will be held in Cornwallis on March 09, 2001 and in Hants county on June 08, 2001.
· CAP Conference - the next CAP conference will be held at White Point Beach Resort on April 6 & 7 next. Each site may send 2 delegates.
· Community Volunteer Income Tax Program - this organization has requested that CAP sites be made available for this program.

Note: It is agreed that if other programs are to use the CAP sites for training purposes, etc., that it should only be done on a user fee basis.

· Volnet - this program ends on March 31, 2001 and it is possible that it could be renewed.

e) Student Summer Employment Programs
David Chafe reports that CAP Coordinators have not yet decided if they will submit applications for CAP sites.

f) Francophone CAP Coordinator
Trudy Amirault informs the group that she has asked representatives of each CAP site in Acadian communities of Yarmouth and Digby counties to meet with her on Friday, February 09, 2001, to discuss the possibility of seeking funds to hire a francophone CAP coordinator.

6. Reports
· President's report - Pauline d'Entremont reports on the following topics and activities over the past year:
- attending the CAP spring conference in Cornwallis in May 2000;
- attended the opening of the Tusket CAP site;
- attended the opening of the Meteghan CAP site;
- attended the Pact West meeting in Yarmouth in December;
- participated in the interview for the student CAP employee for the summer of 2000;
- worked on the CAP web site with Colin Bourque;
- prepared and distributed press releases, invitations, pamphlets, etc for CAP site needs and activities;
- other duties as needed.

The committee members recognize the full attention and commitment that Pauline gave to our CAP site.

· Nomination Committee
Beatrice Adams chaired this committee and after three calls for further nominations, she moved and Bernice d'Entremont seconded that the following be the Pubnico Community Access Program Association officers:
- Pauline A. d'Entremont - President
- Bernice d'Entremont - Vice-president
- Paul d'Entremont - Secretary - Treasurer
- Joyce Cunningham - Publicity
- Joyce Cunningham - Official Agent
- Colin Bourque, Bertin d'Eon, Richard Donaldson, Beatrice Adams, Janice Boudreau and Trudy Amirault - members at large. Motion carried.

7. Signing officers
Joyce Cunningham moved and Trudy Amirault seconded that the signing officers of the Association be any two of the four elected officers: President, Vice-president, Secretary - Treasurer, Official Agent. Motion carried

8. Next meeting
The next meeting will be held on March 14, 2001 at 9:30am at the Pubnico Library.

9. Adjournment
Trudy Amirault moved the adjournment at 11:55am.
